UPCWGS conducts Seminar-Workshop on the Preparation of the GAD Plan and Budget and the GAD Accomplishment Report

As part of its continuing efforts to provide technical assistance on the preparation of the Gender and Development (GAD) Plan and Budget and the GAD Accomplishment Report of the University of the Philippines (UP), the UP Center for Women’s and Gender Studies (UPCWGS) conducted a Seminar-Workshop on the Finalization of the 2017 GAD Accomplishment Report and Refinement of the 2018 and 2019 GAD Plan and Budget on 16-17 October 2017 at the UP Visayas Miag-ao Campus in Iloilo. Coordinators of the gender offices and the staff of the accounting and budget offices of the UP constituent universities (CUs) attended the event. Reina P. Olivar, GAD consultant, served as resource person.

The specific aims of the seminar-workshop are:

  1. To further enhance the skills of the participants in crafting the GAD Plan and Budget and the GAD Accomplishment Report, in particular, the use of the Harmonized GAD Guidelines (HGDG) tool for attribution;
  2. To finalize the 2017 GAD Accomplishment Report and the 2018 and 2019 GAD Plan and Budget, in compliance with the requirements of the Commission on Audit (COA) and the Philippine Commission on Women (PCW).

The day after the seminar-workshop, 18 October 2017, the 2nd GAD Coordinating Committee Meeting for FY 2017 was held where the directors and coordinators of the gender offices reported on specific campus issues and discussed possible solutions and activities to address these gender-related campus concerns.

UPCWGS conducts Seminar-Workshop on the Preparation of the GAD Plan and Budget

As part of its continuing efforts to provide technical assistance on the preparation and crafting of the Gender and Development (GAD) Plan and Budget of the University of the Philippines (UP), the UP Center for Women’s and Gender Studies (UPCWGS) conducted a Seminar-Workshop on the Preparation of the GAD Plan and Budget: Deepening Session on the Harmonized GAD Guidelines (HGDG) on 5-6 September 2017 at the Balay Kalinaw Conference Hall, UP Diliman. Members of the GAD Focal Point System (GFPS) and the staff of the accounting and budget offices of the UP constituent universities (CUs) attended the event. Reina P. Olivar, GAD consultant, served as resource person.

The seminar-workshop aims to increase the capacity of UP’s GFPS to mainstream GAD in the regular programs of the University and to reflect these in the GAD Plan and Budget, which could eventually be attributed and reported in the UP GAD Accomplishment Report. The workshop will guide the members of the UP GFPS in the development of programs of work with GAD perspective.

UPCWGS conducts Orientation-Seminar on the Newly BOR-Approved UP Anti-Sexual Harassment Code

The UP Board of Regents (BOR) approved the UP Anti-Sexual Harassment Code on its 1324th Meeting on 26 January 2017. In line with this, the UP Center for Women’s and Gender Studies (UPCWGS) conducted an Orientation-Seminar on the Newly BOR-Approved UP Anti-Sexual Harassment Code on 20 June 2017 at the Sotero Baluyot Lee Room (Room 302), Institute for Small-Scale Industries (ISSI), UP Diliman to ensure an effective and harmonized implementation of the Code across the UP System. Resource person for the orientation-seminar was Atty. Leo D. Battad, Associate Professor of the UP College of Law and Member of the Committee to Create the Final UP System Draft of the UP Anti-Sexual Harassment Code. The event was attended by the directors and coordinators of the gender centers and programs and the Office of Anti-Sexual Harassment (OASH) of the UP constituent universities (CUs).

UPCWGS holds Rampahan: Redefining Byukon

In celebration of National Women’s Month, the UP Center for Women’s and Gender Studies (UPCWGS) held Rampahan: Redefining Byukon on 29 March 2017 at the Malcolm Hall Theater, College of Law, UP Diliman.

The event aims to redefine society’s definition of “beauty” from one that is focused on the physical aspect to one that gives more importance to a person’s contribution to society. It highlights women’s heroism by presenting 12 Filipino women from different fields and periods in Philippine history: Bai Bibyaon Ligkayan Bigkay, Melchora “Tandang Sora” Aquino, Recca Monte, Maita Gomez, Lorena Barros, Liliosa Hilao, Teresa Magbanwa, Gabriela “La Generala” Silang, Gregoria “Oryang” de Jesus, Narcisa Paguibitan, Salud Algabre, and Remedios “Liwayway” Gomez-Paraiso.

UPCWGS organizes Special Technical Meeting and Feedback Seminar on the Initial Submission of the 2018 GAD Plan and Budget

To further provide technical assistance and feedback on the initial submission of the 2018 Gender and Development (GAD) Plan and Budget of the University of the Philippines (UP), the UP Center for Women’s and Gender Studies (UPCWGS) organized a special technical meeting and feedback seminar for the inter-constituent university (CU) coordinating committee on 25 February 2017 at the UPCWGS Conference Room.

During the technical meeting and feedback seminar, which was attended by the directors and coordinators of the gender offices and programs of the CUs, Reina P. Olivar, GAD planning and budgeting expert, reviewed the UP System 2017-2018 GAD Plan and Budget and 2016 GAD Accomplishment Reports. She also discussed how to accomplish the GAD Plan and Budget and the GAD Accomplishment Report templates. The initial 2018 GAD Plan and Budget of the CUs were revised by the participants and will be submitted on or before the new 3 March 2017 deadline to the Philippine Commission on Women (PCW).

The special technical meeting and feedback seminar is part of the Center’s capacity-building activities to further enhance the preparation and crafting skills of the UP personnel tasked to prepare the University’s GAD Plan and Budget.

UPCWGS presents results of Research on Day Care Centers

As part of its research dissemination efforts, the UP Center for Women’s and Gender Studies (UPCWGS) held a Presentation and Validation of Results of Research Project: An Analysis of Gender Sensitive Child Day Care Centers towards the Creation of Guidelines in Developing Child Day Care Centers that are Gender Responsive on 8 December 2016 at the UPCWGS Conference Room. The research team, composed of Ma. Himaya Tamayo-Gutierrez of the UPCWGS, Sunshine Mandac of the Kalinga Day Care Center (KDCC), and Laniza Lacsamana of the UP Center for Women’s Studies Foundation, Inc. (UPCWSFI), presented the results of their research project to an audience which includes employees of different government agencies and non-governmental organizations with day care centers.

The research study, An Analysis of Gender Sensitive Child Day Care Centers towards the Creation of Guidelines in Developing Child Day Care Centers that are Gender Responsive, aims to:

  1. Map existing child day care centers in the country as represented by those in the National Capital Region (Manila), Luzon (Los Baños), Visayas (Iloilo), and Mindanao (Davao);
  2. Identify gender-responsive child day care centers in each area by looking at its VMG, principles espoused, policies, strategies and approaches, programs, curriculum, educational materials, language, staffing, and infrastructure;
  3. Describe best practices of child day care centers in the project sites following international standards and their potential for being gender-responsive; and
  4. Draft guidelines and a checklist in developing a gender-responsive child day care center.

The proposed guidelines will be based on the Philippine Commission on Women (PCW) Gender Mainstreaming Evaluation Framework (GMEF) and the Harmonized Gender and Development Guidelines (HGDG) for Project Development, Implementation, Monitoring, and Evaluation to engender governance. The PCW guidelines include a general GAD checklist for education projects but have no specific section on child day care centers. The study hopes to fill that gap and add on to existing assessment tools that could facilitate the integration of gender in learning institutions.
